TOM DASCHLE
Former U.S. Senate Majority Leader
Following his 18-year Congressional career, Tom Daschle continued his work in public policy
with a strong interest in national health coverage and the economic complexities behind today’s
skyrocketing costs—both subjects of his new book, Critical: What We Can Do About the Health-Care
Crisis. He is a distinguished senior fellow at the Center for American Progress and advises the
prestigious law firm Alston & Bird on health care, climate change, and energy. In 2007, he and
former Senate majority leaders George Mitchell, Bob Dole, and Howard Baker created the Bipartisan
Policy Center to find common ground on pressing public policy issues. Sen. Daschle also co-chairs
the ONE Vote ’08 campaign with another former Senate majority leader, Bill Frist, to more
successfully address health and poverty in the developing world.

KAREN IGNAGNI
President and Chief Executive Officer, America's Health Insurance Plans
Karen Ignagni has led the country’s most prominent health insurance trade organizations for
15 years, including three years at AHIP and 10 at the American Association of Health Plans, one
of AHIP’s predecessor organizations. As AHIP’s president and CEO, Ms. Ignagni represents members
that provide health care, long-term care, dental, and disability benefits to more than 200 million
Americans. In this role, she is the voice of health insurance plans when she testifies before
Congress, publishes articles, and speaks to media on health care policy issues.

DAVID CLASSEN
Chief Medical Officer, First Consulting Group
David Classen leads First Consulting Group’s safety and quality of health care
initiatives and consulting practice in this area. Dr. Classen also is an associate professor of medicine at the University of Utah in Salt Lake City and a consultant
in infectious diseases at the university’s School of Medicine. Among his many
contributions toward improving health care is his development, implementation, and
evaluation of a computerized physician order entry program at one of Utah’s largest
hospitals. The system significantly improved the safety of medication use. He has
lectured and consulted in the United States and abroad on patient safety, health
care quality, clinical process improvement, computer-assisted decision support,
and information technology in health care.

DAVID OSTLER
Leader, Ingenix Business Solutions; Executive Vice President, Ingenix
David Ostler joined Ingenix in 2001 as a senior-level executive with proven leadership
experience in general management, marketing, product management, finance, and technology
within health care technology growth and startup environments. With more than 25 years
of health care technology management experience, Mr. Ostler has led organizations and
groups that have designed, developed, implemented, and operated systems for physician
practices, hospitals, and managed care organizations. He is a published author in clinical
outcomes studies, and participated in pioneering research around physician practice
patterns and clinical outcomes. He has extensive experience in design and implementation
of clinical systems, including electronic medical records and computerized
physician order entry.

SCOTT GOTTLIEB
Resident Fellow, American Enterprise Institute
Former Deputy Commissioner for Medical and Scientific Affairs, U.S. Food and Drug
Administration
Scott Gottlieb is an attending physician at Stamford Hospital in Connecticut and
resident fellow at the American Enterprise Institute, where he focuses on providing
insights into the economic, regulatory, and technological forces driving the
transformation of health care. Dr. Gottlieb was a senior advisor on implementation
of the new Medicare Drug Benefit and served as FDA deputy commissioner from 2005 to
2007. He has authored hundreds of articles in leading medical journals and newspapers
and testified as an expert witness on health and regulatory matters before the U.S.
Congress and members of the Japanese Diet. Dr. Gottlieb also worked as a health care
analyst for the investment bank Alex. Brown & Sons and authored the Forbes-Gottlieb
Medical Technology Letter and the Gilder Biotech Report. Currently, he is a director
on the boards of Molecular Insight Pharmaceuticals and MedAvante, as well as a venture
partner at New Enterprise Associates.

DAVID MERRITT
Project Director, Center for Health Transformation and the Gingrich Group
David Merritt leads the Center for Health Transformation’s projects on health information
technology and expanding coverage to the uninsured, with additional work in Medicare,
consumerism, and transparency. He also advises former U.S. House Speaker Newt Gingrich,
who heads both the Center and the Gingrich Group, a consulting firm specializing in
transformational change. Mr. Merritt is the editor of Paper Kills: Transforming Health
and Healthcare with Information Technology.

TONY MILLER
Chief Executive Officer
Tony Miller leads the vision of Carol, The Care Marketplace. His commitment to improving
health care has been the mainstay of his career. In 2006, Miller co-founded Lemhi Ventures
to build a capital base and create a value-added approach to forming and helping companies
advance marketization of the health care industry. Previously, Miller was co-founder and
chief executive officer of Definity Health, the national market leader in consumer-driven
health benefit programs, which was sold to UnitedHealth Group in 2004. Prior to founding
Definity Health, Miller was a consultant at Deloitte Consulting; where he focused on
strategic business development in the managed care industry — including mergers and
acquisitions, market development and performance turnarounds.

GUY CLIFTON, M.D.,
Nancy, Clive, and Pierce Runnells Distinguished Chair in Neurosurgery; Professor, Department of Neurosurgery, The University of Texas Health Science Center at Houston
Guy Clifton 's work at the New America Foundation focuses on reform of the health care
delivery system and on efforts to expand insurance coverage. His forthcoming book, Flatlined:
Resuscitating American Medicine (December 2008), presents a workable method to reduce
waste in American medicine, as well as a thesis that the health care system is bloated with
enough waste to cover the uninsured seven times over. Dr. Clifton is a professor of neurosurgery
at The University of Texas Medical School at Houston. He is internationally recognized for clinical
research in the treatment of severe brain injury and is the principal investigator of a multi-national
study of hypothermia in treatment of severe brain injury.
